In 1999, doctors diagnosed the Vietnam War veteran as legally blind, the Santa Clarita Valley Signal reports. Hogan then had to deal with a maze of red tape at the Department of Veterans Affairs.
For the past 12 years, Hogan has helped other veterans faced with similar challenges.
Hogan was diagnosed with hearing loss early in his life. But that didn't stop him from enlisting in the Navy after he graduated from high school in 1966.
